Utica Road Streetscape
The City of Roseville initiated a Downtown Development Authority (DDA) to revitalize the historic Utica Junction area, transforming Utica Road from a mere thoroughfare into a welcoming downtown space for visitors and residents. This area, home to businesses and mixed-use buildings, hosts multiple festivals and events, with modified zoning to attract new development opportunities.
To support this transformation, Roseville secured Transportation Alternatives Program and Safety grants, funding streetscape enhancements such as new sidewalks, pedestrian crosswalks, landscaping, and traffic signal improvements at 12 Mile and Utica Road. Anderson, Eckstein & Westrick, Inc. (AEW) provided services including design surveying, civil and traffic engineering, construction engineering, staking, and construction observation. Despite challenges like COVID-19 delays and right-of-way issues due to historical road placements beyond existing boundaries, AEW collaborated with the community to negotiate easements, relocate driveways, and coordinate with DTE Energy for streetlight upgrades. Innovative solutions included using structural soil to allow tree roots to grow without damaging new pavement and installing rubberized forms around trees instead of grates. These efforts culminated in a revitalized downtown area, benefiting residents and businesses with energy-efficient lighting, improved pedestrian safety, and enhanced beautification.
