Paul Guinnane Earns His S-2 Operator Certification

Paul Guinnane, PE, an AEW Senior Project Engineer, has earned EGLE’s S-2 Waterworks System Operator Certification. The certification entitles Paul to act as an “Operator in Charge (OIC)” of a community Water Supply for communities with populations of 4,000 – 20,000 residents.
He also was recertified as a D-3 Operator, which allows for “Limited Treatment System” oversight of community water supplies for up to 4,000 residents, with the water supply typically supplied by wells. Michigan’s Department of Environment, Great Lakes, and Energy (EGLE) certifies Water Distribution Operators, as they are responsible for operating and maintaining a community’s water distribution system.
Duties include equipment inspection, monitoring operating conditions, meters and gauges, collecting and testing of water samples, recording meter and gauge readings and operational data, documentation and reporting of test results and other scheduled reports to regulatory agencies, operating equipment to maintain water quality (i.e. hydrant flushing/ flow-testing), supervising water replacement and repairs, and other work areas. Current distribution system work relates to the Distribution System Materials inventory (DSMI) related to the Lead and Copper Rule (LCR) compliance and Lead Service Line Replacements for several municipal clients including the City of Center Line. Paul currently serves as the Back-up Operator in Charge for the City of Center Line’s water distribution system.
Paul, with AEW for more than 25 years, is skilled in pump stations, force mains, MS4 stormwater permits, and other regulatory compliance issues.
